Can Modernization Delivery start from an existing scope?

Yes, if the outcome, dependencies, critical workflows and acceptance criteria are defined well enough for delivery review. Otherwise an Audit or Roadmap should come first.

How are assumptions, exclusions and change requests controlled?

They are documented before production work. New evidence or scope is reviewed explicitly rather than absorbed into an undefined promise.

Are ongoing care and emergency response included?

Not by default. Handover, residual risk and separately scoped next work are documented. WordPress Maintenance & Support has its own baseline, recurring responsibilities and commercial terms; emergency coverage requires a separate explicit agreement.
